I can sympathize with the price police when they have a legitimate case. That doesn't seem to be the case here though. Not only was the differential just 100 pesos, but the OP said he got BBBJ. So I visited Esmeralda 517. And here is what I learned. It is on piso 1 if you take the lift. If you walk up it is 2 flights up. Reception is in apt B but they operate out of both apts on the floor. Reception woman / mamasan spoke some English. Seemed she spoke it well but preferred Spanish. Either prices went up or I got the gringo surcharge, or both. 1\2 hr 400 p, 1 hr 600 p. Extras I didn't ask about but guessing it depends on girl and negotiation. They are open 24/7, 365 according to the chica I sessioned with. She said they never close. I asked, " even on Christmas". She replied, "we're open". She said said they only close when the police close them temporarily. As for the girl, Lulu, she was decent looking with a good personality. First time I stopped in, the lady said 600/ hour and 400/ half-hour. I thought I was getting the gringo pricing so I walked out (also in deference partly to DR's request not to support gringo pricing here).
Second time I stopped in, it was a different lady but she said the exact same thing. I walked out again.
Third time I stopped in, another lady told me 300/ hour and 200/ half-hour, plus additional to be discussed with the chica. I liked this arrangement better, since I had some leverage to negotiate with the chica, rather than paying everything up front and having to settle with what the chica was willing to do (or pay even more). I took the half hour for 200 and the chica wanted another 250 for everything (450 total for half-hour). I bargained a slightly smaller set of services for 200 (400 for half hour). It turned out to be a good time, and I was with her 40 minutes with no knock on the door.
I have no idea why the reception desk sometimes asks for full payment up front, and sometimes just asks for the house fee up front. Regardless, the prices were consistently higher than reported a couple months ago.

I think it's been 300 up front for the room and about 300 for the girl ever since they were shut down by the Pussy Police. A While ago.
My suggestion has always been to bring along a pad and pencil to be able to jot down the girl's names and to scratch them off as you go along with the lineup.
Has always been the best lineup in BA besides the dancers at Hippo.
Up to 25 girls at a time during the day from M to F around lunch time.
Service is always a crap shoot but you can take a good measurement by the greeting that you receive.

One possible suggestion, narrow your choice to 2 chicas in the first presentation, then say you really liked 2 of them and can't decide, and ask to send those 2 in again. What's happened since June 25th? Is it still closed? I think that I recall the URL for the web site correctly but it certainly does not take me there. Have any other places been raided?
I don't care too much about this place because they charge too much. But a general crackdown on privados would be a major disappointment.
